     Proportional representation in the Congress authorized delegations from all regions of the Russian Federation in compliance with the established democratic procedures for electing delegates can take the decision of the Congress expression of the will and views of all the country's physicians.

   This Pirogov Congress of Physicians  takes place during the most difficult period in state and social reforms the first steps toward building civil society, in a steady close interaction and cooperation between public health professional self-government with the Ministry of Health, in general, with the institutions of state power and control that allows to count on effectiveness of the Congress of the decisions and recommendations to ensure proper operation, aimed at preserving and improving public health, improve health care in the country, changing the legal, social and economic status of doctors, and with them, and all health care workers.

     Congress considers health an essential factor in the success of social development and national security, the most important resource to complete the reforms and ensure that in future sustainable development of the state.
 Aware of the extent of their civil and professional responsibility for the fate of the country, the health of every citizen and the population as a whole, scientists - physicians united in a national public organization - the Russian Medical Association physicians,  reflecting the views of health professionals and sharing the concerns expressed by the President in his Address Federal Assembly, believe that the time was a matter of effectively support the President, Government and the Ministry of Health of the Russian Federation to ensure they protect public health and improving the health system. Doctors are not excluded by observers as a key link in ensuring the quality of medical care, which is in the public mind is a priority and becomes the criterion by which people judge the results of reform, morality ongoing political and economic course for the country.

    The successful functioning of the health care system, the development of medical self-complete professional medical activities, proper public recognition of the medical profession, changing legal, social and economic situation of health workers are needed to ensure the current level of quality health care to the population of the country.
